MSME Ministry Strengthens Clusters with Modern Infrastructure and Shared Facilities July 9, 2025 Rahul Singh Msme News 0 New Delhi, July 9, 2025 —To strengthen India’s MSME sector through collaborative growth, the Ministry of Micro, Small and Medium Enterprises is actively implementing the Micro and Small Enterprises – Cluster Development Programme (MSE-CDP). The scheme aims to promote sustainable, technology-driven development by supporting MSMEs grouped in clusters with upgraded infrastructure and access to common facilities. Through this initiative, the Ministry is addressing long-standing challenges such as limited access to technology, lack of testing infrastructure, and high operational costs that small enterprises often face individually. By facilitating Common Facility Centres (CFCs) and improving industrial estates, the MSE-CDP scheme is helping clusters become more efficient, competitive, and innovation-ready. The Common Facility Centres serve as shared spaces for activities like product testing, R&D, training, packaging, and design support. These centres enable MSMEs to improve the quality of their products without the need to individually invest in expensive equipment or laboratories. For instance, textile, food processing, engineering, and handicraft clusters have benefited from collective access to modern tools, training programmes, and marketing support. Apart from CFCs, the scheme also focuses on the upgradation of existing industrial infrastructure. Roads, drainage, power supply, and IT connectivity are being improved to support smooth business operations and logistics for units operating within these clusters. This ensures a better working environment and promotes productivity across the board. Significantly, the MSE-CDP scheme encourages green and sustainable manufacturing practices, integrating energy-efficient systems and waste management into cluster development. It also emphasises skill development and capacity building, enabling entrepreneurs and workers to adopt modern manufacturing practices. The Ministry of MSME believes that cluster-based development promotes cooperation over competition. It not only boosts local employment and product quality but also helps MSMEs connect with larger markets—both domestic and international. By enabling shared growth through collective infrastructure and services, the MSE-CDP scheme continues to emerge as a key driver for inclusive and sustainable MSME growth in India.
